In 2019, the Canadian government initiated two new programs dedicated to facilitating the immigration process for caregivers and their families to Canada. According to government decisions, these programs are set to operate for five years, replacing previous programs for this category that were deemed ineffective by the Canadian government. The inefficiency was attributed to their failure to allow family members of caregivers to immigrate and join their families in Canada.

These programs are the Home Support Caregiver Program and the Home Child Care Provider Program. They serve as a direct and clear pathway to obtaining permanent residency in Canada. Individuals approved under these programs can apply for permanent residency after working and residing in Canada for two years.

Under these programs, applicants receive a temporary work permit, enabling them to work for two years until they are eligible to apply for permanent residency. The Home Support Caregiver Program specifically allows caregivers the flexibility to change employers within the same profession, a freedom not provided by previous programs, which were restrictive in terms of employer changes.

As for the Home Child Care Provider Program, it is designed with specific occupational restrictions for applicants. This means that caregivers have the freedom to change employers within the same profession, provided they secure employment in the same field. This flexibility was not available in previous programs, which were tied to a specific employer.

Requirements for Caregiver immigration to Canada

Applicants for these programs must meet the following requirements:

  • Obtain a genuine full-time job offer from a Canadian employer, with a genuine need for hiring a caregiver.
  • Demonstrate the ability to perform the job adequately, either through proof of previous experience or relevant training.
  • Attain the required level of proficiency in either English or French in all four language skills (reading, writing, listening, speaking).
  • Obtain a post-secondary education certificate for a program of at least one year, Whether inside or outside Canada.

Upon completing the program requirements and meeting the federal government’s health and security requirements, applicants send their applications by mail to the designated processing center specified by the government. This is done to obtain a temporary work permit in Canada. Eligible family members can receive open work permits or study permits, allowing them to start their lives in Canada as well.
